1. 貨不對辦
前屆立法會議員, 民主建港聯盟副主席程介南一連霸佔
了幾天的頭版新聞, 在電子傳媒的烽煙節目反應還更熾
烈, 看起來除非是黨性極強, 又極天真的選民, 才會再給
他一個機會.

又一個貨不對辦的例子 -- 前有章孝嚴, (前國民黨秘書長
, 因涉嫌在誹聞中被逼迫寫下愛的自白書因而下台), 後有
鄭耀宗, (港大校長, 在鐘庭耀事件中應對失宜), 現有程介
南, 他們都令社會大吃了一驚.

2. 目的何在?
由一群學術界知識份子組成的澄社, 日前發表了對新政
府的萬言針砭, 並提出了建言.

知識份子的建言也許多是書生論政, 紙上談兵, 但是兵將
不足的陳水扁總統, 除了以政策吸引清流共治, 還有什麼
錦囊妙計?

有記錄顯示執政三月後陳總統的民意支持往下調, 唐院
長卻往上升; 以前民意覺得唐飛"無實權", 現在認為是
陳在微控管理, "帳都要算在他頭上", 所以陳需要去搶
救災, 更要外訪回來, 又即刻換馬, 四處去視察.

任何有管理知識的人都知道微控管理不可行. 陳總統需
要認真考慮他的施政目的.

1. Poor Delivery
Former Legislative Councilor, the vice-chairman of the Democratic Alliance
for the Betterment of Hong Kong (DAB), Gary Cheng Kai-Nan apologized,
apologized, and apologized. Cheng has been headline news story for days, and
the response in phone-in programmes is even more heated. It seems only the
die-hard party members and the most loyal followers will give him another
chance in next month's election.

This is another case of poor delivery for the public trust.

Once it happened to Chang Hsia-Yen, former Chief Secretary of KMT party, who
left office for being alleged making his commitment in writing to a woman in
his extra-marital dispute; and then Chen Yiu-Chung's, the vice-chancellor of
University of Hong Kong, who was believed to mis-handle the roar of opinion
polls; now the Gary Cheng Kai-Nam's case. These socialites certainly shock
us.

Taiwan
2. The Goal
The Society of Clarification, an opinion group of academics, releases
critics to the new government and makes several suggestions, in an long
article.

These academics suggestions may be just words, but what else can a
talent-thirst President to offer without an impeccable policy in his pocket?
or showing genuine intention to make one?

The opinion polls shows, for the first three months in power, that President
Chen's popularity falls and Premiere Tang's rises, and the analysis tells
that the public once took Premiere Tang "had no real power", but they now
hold President Chen responsible for all the shortcomings.
