Because the Ubuntu of CD Version doesn't contain Language packs.
You can install Chinese enviroment by lazybuntu.
It's easy.

Did you install the 64bit version ubuntu?
If yes, that's the reason.
lazybuntu doesn't support 64bit version
You should install 32bit(x86) version.
