Lessons learned from SARS
Dear members of our medical center and alumni:
At this critical movement as we are facing the relentless
SARS epidemic, I would like to commend on the quick establishment
of a SARS management team in our medical by our acting hospital
superintendent, Professor Y.J. Yang (楊友任教授) and his associ-
ates (方深毅、劉清泉教授及柯文謙副教授等).
The recent occurrence of domestic spread of SARS in Ho Ping
Hospital, Taipei (台北和平醫院) along with the first SARS casu-
alty confirmed in Taichung has shown that the SARS prevention
program as orchestrated by the Ministry of Health (MOH, 衛生署)
is vulnerable and needs to be revamped. The MOH/Executive Yuen
(EY) 衛生署/行政院has subsequently announced the launch of 2nd
phase of SARS control program. Although we haven’t identified
many SARS cases as yet in the city of Tainan in the southern
counties and the spread of SARS will eventually reach our district
is likely to be certain. I urge all of us and the NCKU SARS
management team to conform to the regulations set forth by the
MOH/EY. These include a 10-day mandatory quarantine period at
home for those who have come from SARS affected areas.
Additionally, the following measures should be taken:
1. temperature-check, particularly for those who manifest
fever (>38oC), cough, shortness of breath and/or difficulty
breathing, those who are asymptomatic but have traveled
to the SARS affected areas, either domestic or abroad
and those who have close contact with a person also has
been diagnosed with SARS.
2. meticulously wash your hands and proper handling of
your utensils and bedding.
3. disinfect your living quarters and the surroundings if
deemed necessary.
4. avoid traveling by air, bus and train, in particular, to
the affected areas both domestic and abroad.
5. wear a surgical mask while working (especially in the
hospital) or traveling.
6. avoid going to the public gathering places (e.g., parks,
cinemas, temples, churches, shopping malls, etc.) and
hospitals unless it is absolutely necessary.
7. designate isolation rooms with negative pressure for
SARS patients in the hospitals.
The first SARS case was identified from a southern county,
Guangdong (廣東), China in November, 2002. Unfortunately,
the government of China concealed its subsequent outbreak
for fear of losing tourism and business attractions. The
cover-up with little regard for its citizens have turned SARS
from a trickle into a flood devastating many cities in Guangdong,
Shanghai, Beijing, Hong Kong, Singapore, Taipei, and even Toronto,
Canada. Currently, SARS has claimed more than 300 lives among more
4500 affected people. In a news editorial comment, it is stated that
“SARS has tarnished the image of China” and is now referred to by
many as the “Chernobyl disaster of China” similar to that of the
nuclear incident originally concealed in Chernobyl of Russia 17 years
ago. As we are dealing with worsening of SARS outbreak in our
country, the policy of honesty in reporting inflicted patients and
affected districts should be the golden rule, and a concerted
national effort mobilized from all the people are the only way
to curb SARS spread in Taiwan.
Finally, through the process of establishing the SARS
management team, we have found the urgent need of upgrading
our laboratory facilities such as a P3 laboratory for early and
accurate diagnosis of SARS. I urge all of you to support this
campaign to adequately design our laboratory and personnel when
we and the National Health Research Institute (NHRI) move to
expand our physical structures in the coming years.
